Help me steup the WP site for a commercial website

I need a person to get me started on all stages of setting up a WP site. I am not an IT person, so even the jargon is unfamiliar to me. However I can follow instructions as I have worked on the net for some years now.
WP is installed through my host, but I need an expert to go through the process of setting it up step by step.
The right person will have to be inexpensive, work on time and be accessible to communicate with me. I need your fees upfront and level of experience. Some past jobs please.
